They probably have permission from the council and maybe stretch it a little from time to time. So long as no one trips over or gets hurt I can't see there's a problem. You can't stop a man earning his living can you? and he knows, through years of doing it, what works....

How come this trader is allowed to put multiple boxes along the pavement edge when you can't even put an A board there?
